In this case, [redacted] inebriated and straddling his bicycle, was urinating against the wall of a building on the corner of 142 Street and Morris Avenue in the Bronx early on the morning of August 18, 2002. At this time, a marked van operated by PO Anthony Demonte, and containing PO Michael Flower and PO Vincent Commisso, all of Public Service Area 7, stopped near [redacted] with PO Demonte telling [redacted] to approach the van. Instead, [redacted] rode away from the van, leading the officers on a seven-block long pursuit, to the corner of 138 Street and the Grand Concourse. It has been found that [redacted] was tackled and taken to the ground by PO Flower. All of the officers helped place the handcuffs on [redacted] who was resisting arrest. [redacted] alleges that PO Demonte, seated next to him in the van, punched him repeatedly in the ribs and struck him with a blunt metal object to the back of the head.
