Summary

On December 2nd, 2002, PO Moutopoulos issued a summons to [redacted] for not wearing a seat belt. On December 7th, 2002, [redacted] was driving his car on [redacted] toward [redacted] in Manhattan. [redacted] made a turn onto a street that was closed off due to a fire. PO Moutopoulos stopped [redacted] and allegedly threatened to arrest him. PO Moutopoulos was also discourteous toward [redacted]. At approximately 12:10PM on December 26th, 2002, [redacted]'s car was double parked on [redacted] near [redacted]. PO Moutopoulos issued [redacted] a summons for double parking. During that interaction, PO Falanga allegedly threatened to arrest [redacted] and used obscene and discourteous language toward him. PO Falanga also did not provide [redacted] with his name and shield number as was requested. [redacted] drove away and a few minutes later was pulled over by PO Moutopoulos who issued him a summons for failure to signal. During the car stop, PO Falanga frisked [redacted] who was the front seat passenger in [redacted]'s vehicle. A supervisor responded to the scene and advised [redacted] to go into the precinct and file a complaint if he desired to do so. [redacted] went to the PSA 8 Precinct, where Sgt. Stilianesis allegedly threatened to arrest him for having two separate driver's licenses. Read report for details.
