Summary

Complainant [redacted], a [redacted]-old black female [redacted], and her son, [redacted], a [redacted]-old black male [redacted], allege that Officer Brian Ramos and Officer Lisette Ramos used excessive physical force when they arrested [redacted] at approximately 9:30 PM on 4/16/03, at [redacted] in Brooklyn (Allegations A and B). Officer Brian Ramos allegedly pushed [redacted] into a wall, "slammed" him onto the floor and pushed him into a window. Officer Lisette Ramos allegedly pushed [redacted]'s face into the ground and punched him in the face. Officer Brian Ramos and Lieutenant Brian McGee allegedly threatened [redacted] with the use of force by saying they would have to "break his shit" and "break his arms" respectively (Allegations C and D). [redacted] alleges that Officer Brian Ramos and Officer Lisette Ramos spoke rudely towards him (Allegations E and F) saying to [redacted] "What the fuck...walk, stupid," "you're nothing but a punk bitch...and a perp," and, "I'm going to rip your shit up."
