On the evening of June 25, 2003, [redacted] was talking with a group of acquaintances on the corner of [redacted] and [redacted] near his residence. The weather was nice and many people were outside. [redacted] was talking with a group of men (unidentified acquaintances) when several marked and unmarked police vehicles stopped nearby. Officers got out and began putting people up against the wall. Observing this, [redacted] began to the leave the area because he did not want to "be involved." After he crossed the street, a white male officer (Officer Norman Grandstaff) in plainclothes (in his 30's, about 6'4" tall and 210 pounds with sandy brown hair) yelled for him to "get on the wall." [redacted] questioned why and the officer replied, "Because I told you to." [redacted] refused and continued walking away. Officer Grandstaff grabbed him by the collar. [redacted] turned and told the officer to get off him. [redacted] denied that reacted physically or resisted in any way. In his CCRB statement, he alleged that several officers immediately tackled him to the ground. In his IAB statement,s claimed that Officer Grandstaff immediately grabbed him and threw him to the ground. He did not mention other officers being involved. [redacted] was on his stomach and the officers were kneeling down around him. Officer Grandstaff was in front of him and used his knee to holds [redacted] Is face against the ground. The officers struck him in the stomach or midsection. He initially described these as punches, however conceded that he could not see how the officers struck him. He did not describe the officers. [redacted] verbally protested as the officers pulled his arms back. He denied resisting. An officer (unidentified) told him to "shut the fuck up." [redacted] did not mention this allegation in his statement to IAB. The officers put the handcuffs on, but they continued to strike him.
