[redacted] filed a complaint at the 71st Precinct on November 9, 2003, alleging that on that date, officers, identified by investigation as Officer Christopher Lee and Officer Paul Insauto, stopped his vehicle (allegations A and B) at the intersection of Parkside Avenue and Flatbush Avenue in Brooklyn. The officers suspected that [redacted] was operating an unlicensed livery vehicle, or "dollar van." [redacted] claimed that, during the stop, Officer Lee spoke discourteously to him (allegation C), and that Officer Lee struck him on the head with a flashlight (allegation D) before [redacted] fled the scene in his vehicle. The case was initially assigned to Investigator Monica Potts and was reassigned to the undersigned investigator on December 6, 2004.
