Conclusion Meanings:

'Exonerated': or 'Within NYPD Guidelines' - The conduct occurred but did not violate the NYPD's own rules, which often give officers significant discretion.
'Unsubstantiated': or 'Unable to Determine' - The alleged conduct was investigated but could not determine both that the conduct occurred and that it broke the rules.

Summary

On July 31, 2004 at approximately 2:00 AM, [redacted] (last name unknown) and a few other friends (names unknown) parked their car outside of 80 Grove Street in Manhattan. They were talking and laughing when [redacted] alleged that Officer Seth Lynch told them to "shut the fuck up" (allegation A). When the group continued laughing and walking, Officer Lynch grabbed [redacted] by the wrist to stop her and asked her identification, which she provided (allegation B). [redacted] stated that she refused and walked away saying the officers had no probable cause. [redacted] said that as she walked away, an officer (Officer Coleman) grabbed her by the wrist and then pushed her against a wall, causing a scratch on her shoulder (allegation C). She also alleged that several more unidentified officers arrived, that an officer in plainclothes punched [redacted] in the face and other officers kicked his legs to get him onto the ground (allegation D). Then more officers threw [redacted] on the ground and kicked her several times (allegations E and F). They handcuffed her and brought her to the station house where EMS treated her for cuts. She also alleged that an officer pushed her while escorting her to the bathroom and that when [redacted] asked an officer at the desk to file a civilian complaint that he refused and told her to "get the fuck out" and called them "fucking spics" (allegations G, H and I). [redacted] also stated that an officer shoved her while escorting her to the bathroom (allegation J). [redacted] and [redacted] were arrested [redacted]. Read report for details.
