Further details on conclusions.
On March 13, 2005, at approximately 5:45 PM, [redacted] and [redacted] were finishing some construction work at [redacted] Brooklyn. A few of them were drinking some Guinness beer and [redacted] placed his beer in [redacted]'s vehicle as uniformed officers approached. Officers Daniel Insogna, Erik Worobey and Fakrul Islam stopped and questioned [redacted] about possessing an open container of alcohol (Allegations A, B and C). [redacted] refused to provide identification so PO Insogna placed him in handcuffs. [redacted] complained about the tightness of the handcuffs and alleged that PO Insogna responded by further tightening the handcuffs (Allegation D). PO Insogna searched [redacted] incident to his lawful arrest and obtained his identification. [redacted] then alleged that PO Insogna searched the vehicle for the bottle of Guinness (Allegation E). PO Islam issued [redacted] a summons for possessing an open container of alcohol and released him. Before the officers left, [redacted] requested the officers' names and shield numbers. PO Worobey and PO Islam provided their information. However, [redacted] alleged that PO Insogna refused to provide his information though it was requested of him many times (Allegation F).
