On October 15, 2005, [redacted] was driving home from school. Her friend, [redacted] was in the front passenger seat. [redacted] was listening to music at a level that was "not loud at all," but loud enough to be heard from her open sun roof. [redacted] stopped her vehicle at a red light in the vicinity of 102 Post Avenue in Manhattan. There was a group of approximately 6 officers in front of an unmarked Chevy Impala. The one female officer of the group, PO1, was standing in the middle of the road next to [redacted] vehicle. PO1 was a Hispanic female of medium build and approximately 5'5. (She was identified as PO Johanna Urena) PO Urena approached [redacted] vehicle and told her to pull over. PO Urena asked for her license and registration. [redacted] asked why she was being pulled over and PO Urena told her she would find out when she received her summons. PO Urena gave her information to a second officer, PO2. PO2 was described as a dark skinned male, possibly Black or Hispanic. (He was identified as PO Argaluza) [redacted] stated during her CCRB interview that PO Argaluza had been in the driver's seat of the police vehicle and had never left the car. After giving PO Argaluza [redacted] information, PO Urena conducted another car stop. [redacted] saw PO Argaluza write up the summons. After PO Urena gave [redacted] a summons for unreasonable noise, [redacted] got out of her car and approached PO Urena to ask for her badge number. [redacted] wanted this information because when she went to court to fight the summons, she wanted to inform the judge that the officer who wrote the summons was not the officer who pulled her over for the infraction. When [redacted] asked for PO Urena's badge number, she was told to get back into her car (Allegation A).
