Summary

On November 10, 2005, at approximately 5:30PM, Sgt. Sean Downes forcibly stopped [redacted] on the first-floor hallway of [redacted] in Brooklyn. (Allegation A) While attempting to control [redacted] entered the hallway and was also stopped by Sgt. Downes. (within allegation A) [redacted] and [redacted] were frisked and searched and [redacted] was handcuffed. (Allegations B and C) Sgt. Downes then allegedly took a set of keys from [redacted] and opened a locked door that leads to [redacted]s basement apartment and searched that area. (Allegation D) After exiting the basement, Sgt.
