[redacted] called the Internal Affairs Bureau (IAB) on June 7, 2006, to file a compliant on behalf of her boyfriend, [redacted] did not witness the incident. [redacted] stated that on June 3, 2006, at approximately 2:30pm, he was standing in a bus stop in the vicinity of Buel Avenue and North Railroad Avenue in Staten Island. The investigation revealed that upon seeing the officers, [redacted] took off running. PO Chad Manzi chased [redacted] and forcibly stopped him (Allegation A). [redacted] alleges that an unidentified officer drew his gun, ran towards him, tackled him, and hit his head with the gun causing an open laceration (Allegations B and C). [redacted] also alleges that officers planted evidence against him. This part of the case was brought to the attention of IAB in log # 06-19336. [redacted] identified PO Chad Manzi by shield number and stated that PO Manzi arrived at the scene after the unidentified officer hit him with the gun.
