[redacted] a limousine chauffeur who is employed by [redacted], was interviewed as a walk-in complainant at the CCRB on October 27, 2006 (enc.7a-e). [redacted] did not know the exact date of the incident during the time of his CCRB interview but stated that the incident took place during the week of the UN Assembly. At approximately 5:30PM, [redacted] was parked in a red 2006 Cadillac (license plate number [redacted] in front of the Marriot Hotel located at 49th Street and Lexington Avenue, waiting for a customer. [redacted] explained that he had been picking up customers all week and the hotel security allowed him to wait for his clients in front of the hotel. [redacted] was parked at a "loading/unloading only zone" for approximately one minute when PO Konner (name obtained from nameplate) approached him and instructed him to move his vehicle. [redacted] complied and drove around the block. After five to ten minutes, [redacted] parked his vehicle at the same location in front of the hotel and again, PO Konner instructed him to move, which he then did.
[redacted] proceeded to drive around the block and when he parked at the location a third time, PO Konner knocked on his window and motioned [redacted] to lower his window. [redacted] complied and PO Konner, in a "barbaric and scary manner", placed his hands on [redacted]s door, leaned in and told [redacted] "You don't want me to get the FBI and Secret Service after you. I can get you arrested." [redacted] drove away and when he approached the northeast corner of 49th Street, he saw PO2. PO2 replied that he did not care about the situation and instructed [redacted] to "keep going." During this time, PO Konner was able to see [redacted] speaking to PO2. [redacted] parked his car in front of the hotel again and called 911 to report that he was being assaulted by a police officer. [redacted] was placed on hold and was being transferred to IAB. PO Konner then approached [redacted] and asked him why he stopped to speak to PO2. [redacted] rolled his window down...
