On August 3, 2007 at approximately 10:30pm, [redacted] and her friends were on the Coney Island Boardwalk at Stillwell Avenue in Brooklyn when a fight broke out. Numerous police officers responded to the fight, and PO Vincenzo Quinzi, who responded to the scene, allegedly called [redacted] s friend [redacted] (last name unknown) a "jackass" (Allegation A). [redacted] then spoke to PO Quinzi, at which point he stated, "Who the fuck do you think you are?" (Allegation B). PO Quinzi then told [redacted] she was going to be placed under arrest, at which point PO Quinzi, PO Joseph Flynn, PO Frederick Drone, and PO 4 grabbed onto [redacted] and "jumped" on her, taking her to the ground (Allegations C, D, E, and F).
