Summary

On August 24, 2007 at approximately 5:40 PM, [redacted] in the Bronx, was taking a walk with his friend, [redacted] As the men stood on [redacted] sharing a cigarette, two plainclothes Narcotics officers, identified by the investigation as Detective Rolando Carbonell and Police Officer Keith Ames, both assigned to Narcotics Borough Bronx, arrived in a vehicle. Detective Carbonell allegedly approached the men and ordered them to stop [Allegation A], indicating that they should get up against a parked car. When [redacted] asked why, Detective Carbonell allegedly pushed him against the car [Allegation B]. [redacted] alleged that at this point, PO Ames threw him to the ground and forced his knee into [redacted]s back while twisting [redacted]s arm and pushing his face into the cement [Allegation C]. PO Ames placed [redacted] in handcuffs.
