Summary

[redacted] stated that on November 21, 2007 at approximately 7:45AM in front of 1280 Pacific Street in Brooklyn, PO Darryl Chen and PO Trina Daniels of the 77th Precinct stopped him (Allegation A). PO Chen searched [redacted] while PO Daniels searched the bags he was carrying. PO Chen and PO Daniels then pushed [redacted] to the ground, and PO Chen landed on [redacted] s right ankle (Allegations B and C). As PO Chen placed [redacted] under arrest, PO Daniels sprayed him with pepper spray (Allegation D). [redacted] sustained an injured right ankle during the arrest, and he requested medical attention from PO Chen and PO Daniels several times on the scene, in the patrol car, and from them and other officers at the 77th Precinct; however, his requests were ignored (Allegations E, F, and G) until he was removed to [redacted] on November 23, 2007.
