Summary

Around 9:40 PM on April 5, 2008, [redacted] was walking in the vicinity of [redacted] when he witnessed PO Frank Bulzoni and PO Taisha Skyers-Anderson placing individuals under arrest. S [redacted] briefly spoke with PO Bulzoni regarding the officer's behavior, and left. Within a short time, [redacted] returned to the location with the intention of recording PO Bulzoni's identifying information. After he did so, [redacted] alleged that an officer, identified through investigation as PO Bulzoni, requested his identification (Allegation A). In addition, [redacted] alleged that several officers jumped on him from behind, twisted his arm behind his back, and placed him under arrest (Allegations B and C). [redacted] went to the 71st Precinct stationhouse subsequent to her son's arrest, and spoke with PO Bulzoni.
