On that same date at approximately 4:45 PM, [redacted] who is mentally challenged, was exiting the Seventh Avenue subway station in Brooklyn. [redacted] was feeling ill at the time because he is diabetic and had forgotten to take his medication. Because he was not feeling well, [redacted] admittedly acted out and pushed a nearby unknown female. She was subsequently identified as [redacted]. Shortly thereafter, a few nearby uniformed police officers, including PO Billy Randolphe and PO Joseph Abdelmessih of Transit District 30, as well as PO Junior Walters of Transit Impact, began chasing [redacted]. [redacted] ran up the station stairs and down the street. The officers caught up to [redacted] on the street and physically stopped him by holding onto him (Allegations A, B and C). According to [redacted], the officers also dragged [redacted] across the street, put him against a wall, and then put him on the ground (Allegations A, B and C). The officers handcuffed [redacted] and he was brought to the Transit District 30 stationhouse.
