Summary

On May 26, 2008, [redacted] was coming from visiting his family at [redacted] in Far Rockaway, Queens. As he was walking down the walkway at the back entrance of the building, he saw three officers about 100 feet in front of him walking in his direction. PO Ragoo, who was described as 5'9", about 150 or 160 pounds, light brown complexion, clean shaven, with short dark cropped hair and of either Asian, Indian, or Guyanese descent, approached him. [redacted] read his name from his badge and asked him how to pronounce it. At the time of [redacted] s interview, he identified PO Ragoo by name and correctly spelled it. PO2, was described as a white male, 6 feet tall with an average build and clean shaven, and PO3, was described as a white male, approximately 5'8" or 5'9". He did not get a good look at the two other officers because they stood off to the side and were not in clear view. Those officers remain unknown. PO Ragoo stood approximately one foot away from [redacted] s face. PO Ragoo put the palm of his hand over [redacted] s heart. [redacted] asked him what he was doing and PO Ragoo replied that he was questioning people in the area regarding a shooting that had occurred at the location. [redacted] asked him why he stopped him and PO Ragoo told him about incidents that had happened prior to May 26, 2008. [redacted] asked him what did that have to do with him and PO Ragoo asked him if he was a resident of the building and [redacted] replied that he was not and he lived in Brooklyn. PO Ragoo asked him where he came from and [redacted] replied that he came from visiting family who lived in [redacted] PO Ragoo wrote that information down on a notepad.
PO Ragoo asked [redacted] if he had any warrants and he said no. He asked him for his ID and [redacted] provided it. PO2 took [redacted] s ID and checked over the radio to see if he had any warrants. The information came back over the radio that he did not have any warrants. PO2 then gave [redacted] s ID back to PO Ragoo and PO Ragoo returned [redacted] s ID.... Read report for details.
