On June 17, 2008, at approximately 8:45 pm, [redacted] and her daughter, [redacted] were outside their apartment building, [redacted] in Queens, when five plainclothes officers exited an unmarked car. These officers were identified by the investigation as Sgt. Joseph Digennaro, PO Donnell Myers, PO Douglas Rome, PO Christopher Dalessandro and PO Edward Moore and they approached [redacted] who was sitting on the steps of [redacted] In her complaint, [redacted] alleged that PO Myers continuously punched and physically subdued [redacted] (Allegations A), after she wanted to see what the officers were doing to [redacted] PO Douglas Rome also assisted in subduing and handcuffing [redacted] (Allegation B). This provoked [redacted] to intervene and she lunged forward but was stopped by PO Edward Moore. Allegedly, PO Moore proceeded to wrap his arm around [redacted]'s neck and forced her head against the side of his chest (Allegation C). [redacted] was handcuffed and placed in an unmarked police car.
