On July 19, 2008, at approximately 3:05 PM, [redacted] called 911 to request police assistance with a dispute his friend, [redacted] was having with a mechanic, who refused to release her car until she had paid him for examining it. PO Carvajal and PO Rodriguez of the 48th precinct arrived, and PO Carvajal informed [redacted] that the police could not get involved in financial disputes. [redacted] was dissatisfied with PO Carvajal's handling of the situation. PO Carvajal requested [redacted] identification, and [redacted] asked why she needed to provide it. PO Carvajal told [redacted] "If you don't give me your ID, I will lock you up" (Allegation A). [redacted] provided her identification and PO Carvajal issued her a summons for [redacted] asked for PO Carvajal's name and shield number. PO Carvajal said that that information was on the summons and left (Allegation B). Unable to read the summons, [redacted] and [redacted] went to the 48th precinct stationhouse and asked PO Vucetaj of the 48th precinct for PO Carvajal's name. [redacted] also asked to file a civilian complaint against PO Carvajal. PO Vucetaj told [redacted] and [redacted] PO Carvajal's name but never took their complaint (Allegation C). Sgt.
