Summary

On November 10, 2008, at approximately 10:00PM, [redacted] was in her apartment at [redacted] in Brooklyn when a neighbor knocked on her door. The neighbor told her that her son, [redacted] was being arrested. [redacted] went downstairs to the outside of her apartment building and saw approximately five police officers in blue uniforms standing in front of a bench where three young males, including her son, were seated. In her IAB statement, [redacted] stated that [redacted] was already handcuffed, prone on the ground. [redacted] believed the two other young males were friends of her son. One of the males was wearing a black 8-ball jacket, while her son was wearing a beige jacket with a hood. Four white officers grabbed the two young males from the bench, placed them onto the ground and began to handcuff them. [redacted] was still seated on the bench. The area outside of the apartment building was not particularly well lit, and [redacted] had difficulty seeing some of the officers' faces. There were seven or eight other officers on the scene who were not involved in arresting the males. There were other civilians outside. [redacted] also heard voices calling from the windows of her apartment building.
[redacted] approached PO Tiffany Bruce of PSA 2 (who was identified through investigation, and described as a black female, 5'0" tall, in uniform) to ask what was going on. PO Bruce and [redacted] were approximately ten feet away from her son, and PO Bruce had not been involved in making the arrests. PO Bruce told [redacted] to move back and immediately pushed her on the chest with both hands, causing [redacted] to stumble back. As she stumbled, she twisted her ankle. There was no immediate pain to her ankle, but [redacted] began to limp. [redacted] said to PO Bruce, "Excuse me miss!" PO Bruce replied by saying, "Get out of my face or you will be arrested too."
