Summary

On the morning of December 16, 2008 at approximately 9:15 AM [redacted] was driving northbound on Adam Clayton Powell Boulevard in Manhattan. [redacted] passed a marked police vehicle on West 116th Street. [redacted] was followed by that vehicle and he was stopped at West 123rd Street. Officer Tarik Sheppard of the 28th Precinct issued [redacted] a summons [redacted]. According to [redacted] Officer Sheppard repeatedly said, "Take the fucking ticket!"
