Summary

On December 20, 2008, Officer Qamar Zaman, Officer Theus Davis, Officer Hassan Gheith and Officer Frank Cinolauro, responded to a 911 call regarding a domestic dispute at the [redacted]s residence. During the interaction, Officer Zaman allegedly called [redacted] a "pussy," a "scumbag," a "wiseass," and "stupid" (allegation A). [redacted] left the apartment at this time, and stayed on the stairwell where the officers encountered him on their way out of the building. [redacted] was crying, and Officer Zaman allegedly called him a "crying pussy" and told him to run along to this father (within allegation A). [redacted] replied, "Who the fuck are you to tell me?" He then went back into his apartment shortly after which the officers entered as well. Officer Zaman then approached him and allegedly pushed him onto the couch multiple times as [redacted] stood up in resistance. In the process of handcuffing [redacted] Officer Zaman allegedly punched him approximately three times around his side (allegations B). As the officers tried to handcuff [redacted] protested verbally and purportedly tried to physically interfere by spitting on Officer Cinolauro and raising his fist above his shoulder level. [redacted] was subsequently handcuffed and in the process, Officer Zaman, who assisted in placing [redacted] in handcuffs, allegedly slammed his head against a wall (allegation C).
