Summary

On the stated date, at approximately 9:00PM, in the vicinity of Arlington Avenue and Bradford Street, three plainclothes officers in an unmarked vehicle stopped [redacted] s vehicle because the windows were darkly tinted (allegation A). [redacted] obtained their vehicle plate number and the officers were subsequently identified through investigation as Sgt. Domenico Colavito, Officer Daniel Barreto, and Officer Jason Caputo. Officer Barreto instructed [redacted] out of his vehicle and allegedly frisked and searched him (allegation B and C). While [redacted] was positioned to the rear of his vehicle, Sgt.
