Summary

On January 29, 2009, at approximately 7:20 PM, [redacted] was inside of her apartment, located at [redacted] in Brooklyn with her boyfriend, [redacted] and [redacted] left the apartment, and approximately three minutes later, [redacted] heard [redacted] yelling "Help" very loudly outside in the stairwell. [redacted] exited her apartment and observed two officers, identified via investigation as PO Troy Peacock and PO Forrest Hirsch, standing with [redacted] (Allegations A and B). [redacted] and another woman, [redacted] asked the officers why they stopped [redacted] and they responded that they had smelled marijuana. The officers then released [redacted] and he returned to [redacted]'s apartment. [redacted] stayed outside of her apartment talking with [redacted] when three additional officers arrived, identified via investigation as Sgt. Eric Delman, PO Sydney Dellimore and PO Philogene Breville. Sgt. Delman started to yell at [redacted] and asked her if she was dating [redacted]. [redacted] responded that she was dating [redacted] and Sgt. Delman allegedly told her to "Shut up you black bitch, go inside your fucking house" (Allegation C). Sgt. Delman allegedly told [redacted] that he hoped that [redacted] and his friends and [redacted] would go to jail (Allegation D). Sgt. Delman allegedly told [redacted] that she was a "stupid bitch" for being with [redacted] (Within Allegation C). At some point [redacted] asked Sgt.
