On September 7, 2009, at approximately 3:45 am, PO Alexander Kremer of the Manhattan North Impact Response Team issued two summonses to [redacted] on the corner of Dyckman Street and Nagle Avenue in Manhattan. Note: During his in-person statement to the CCRB, [redacted] also alleged that PO Christopher Walton of the Manhattan North Impact Response Team attempted to plant illicit drugs in [redacted]'s brown paper bag.
