On October 21, 2013, PO Timothy Donohue of the 71st Precinct called and filed this complaint with IAB by phone on behalf of complainant [redacted] generating original log #13-44706. The complaint was received at the CCRB on October 25, 2013. [redacted] stated that around 8:00 a.m. on October 21, 2013, she called 911 requesting EMS for her mentally ill grandson [redacted] who was cutting up his clothes with scissors and refusing to speak.
