On May 4, 2014 at 10:30 p.m., [redacted] was approached by Lt. (then Sgt.) Raymond Meyer and PO Katy Gonzalez of PSA 6 in the ground-floor stairwell of his residence, located at [redacted] in Manhattan (encl. C1-8). An officer determined by the investigation as Lt. Meyer questioned [redacted] on whether he lived in the building (Allegation A). As [redacted] continued to walk towards the stairwell door out to the lobby, [redacted] alleged that Lt.
