Summary

On June 8, 2014, at approximately 12:46 a.m., [redacted] was arrested by PO Lawrence Tisdall in front of 1033 Avenue of the Americas in Manhattan and transported to the [redacted] by PO Philip Depasquale and PO Ryan Baker. [redacted] was charged with [redacted].
At approximately 12:55 a.m., PO Depasquale and PO Baker brought [redacted] inside of the stationhouse and led him towards the holding cells area. [redacted] alleged that PO Depasquale pushed his head forward which caused him to fall into the bars of a cell, after which PO Depasquale dragged [redacted] into a cell (Allegation A). At approximately 1:07 a.m., Det. Christopher Williams and Det. Keith Connelly of the Emergency Services Unit (ESU) responded to the stationhouse on a report of an emotionally disturbed person. [redacted] alleged that one of the two ESU officers told him that if he did not comply with his orders, that he would be tased (Allegation B). [redacted] alleged that he was placed inside of a restraint bag face-down on the floor in the holding cells area and Det. Williams and Det. Connelly stood on top of his buttocks and shoulder blades which caused him to not be able to breathe (Allegations C and D).
