On June 11, 2014, at approximately 12:35 a.m., [redacted] was in front of 106-09 Flatlands Avenue in Brooklyn when an officer, identified via investigation as PO Johnny Lawrence, from Police Service Area 1, approached and spoke with his mother, [redacted]. [redacted] was accompanied by his friends, [redacted]. PO Lawrence was accompanied by officers who were identified via investigation as PO Jorge Vazquez, PO Chee Lee, PO Heriberto Hernandez, and PO Justin Balmer, each also from Police Service Area 1. The officers wished to speak with [redacted] about an individual whom they believed to be inside her residential building. During that conversation, the officers allegedly questioned [redacted] (Allegation A). [redacted] then interjected in the conversation and informed [redacted] that she did not have to speak with the officers. Soon thereafter, PO Lawrence allegedly stated to [redacted] "Shut the fuck up," wrapped one of his arms around the neck of [redacted] in a headlock, and then repeatedly punched [redacted] in the face (Allegations B, C, and D). At that point, multiple officers, including PO Lawrence, PO Lee, PO Vazquez, and PO Hernandez, restrained a resisting [redacted] brought him down to the ground, and then handcuffed him (within Allegation D and Allegations E, F, and G). While on the ground, officers who [redacted] did not see allegedly repeatedly punched him on the back of the head and on the ribcage (Allegation H). During the struggle, PO Vazquez allegedly pushed [redacted] back and stated to her, "Get the fuck out of here" (within Allegation F and Allegation I). [redacted] was eventually escorted to a patrol car, at which point PO Lee allegedly repeatedly kneed him in the groin area and further tightened his handcuffs (within Allegation E and Allegation J).
