Summary

On July 10, 2014, at approximately 7 a.m., officers from Narcotics Borough Queens North entered [redacted] in Far Rockaway (Allegations A). [redacted] walked into her living room to find five or six officers surrounding her son, [redacted]. Two officers stood in front of [redacted] one at each of his sides, and another went behind [redacted] and put him in a chokehold, causing his breathing to become restricted (Allegation B and Allegation C).
On the living room table, [redacted] saw both synthetic and real marijuana. [redacted] told Inspector Maguire that the weed was only synthetic and the officer replied, "Fuck outta here. That's real weed" (Allegation D).
While officers searched, [redacted] asked PO4 if she could get medication from inside for her heart condition. PO4, described as a black man, replied, "Fuck no. You can't get your medication." This officer then told another officer, "What the fuck does she think this is, getting her medication." [redacted] turned her head away because she felt the comments were rude and the black officer said, "Don't get no fucking attitude with me. You're the one with the fuck-up son" (within Allegation D) (encl. 5d).
At some unknown point, [redacted] also heard an unknown officer say, "Fuck your asthma," in reference to [redacted] condition (within Allegation E). Once outside on the stoop, an unknown officer stomped on [redacted] foot, causing a fracture (Allegation F). Read report for details.
