Summary

On July 17, 2014 at 6:25 p.m., on the north west corner of Hancock Street and Franklin Avenue in Brooklyn, PO Alvin Guthrie and Sgt. Gregory Rivera of the 79th Precinct observed [redacted] litter. Both officers stopped [redacted] (Allegation A) and allegedly asked him to remove his shirt (Allegation B). PO Guthrie performed a warrant check for [redacted] which revealed that he had an active warrant. The officers subsequently handcuffed [redacted] and PO Guthrie frisked [redacted] (Allegation C).
