At approximately 10:30 a.m. on July 10, 2014, [redacted] was arrested by PO Sergio Hernandez of the 123rd Precinct Detective Squad (Encl. 51-K). He was then transported to the 120th Precinct, where he was placed in the lodging cells (Encl. 5DD). At approximately 4:45 p.m. [redacted] informed the officer assigned to guard the cells, PO Michael Tarulli of the 120th Precinct, that he needed his medication. PO Tarulli allegedly replied to him, "Fuck you. You ain't getting nothing. I don't like the way you talk to me" (Allegation A). Shortly thereafter [redacted]'s brother, [redacted] came to the stationhouse with food for his brother. He was told to wait for the officer who was working in the cells. Shortly thereafter PO Tarulli came to speak to him near the desk. During their conversation, PO Tarulli allegedly told [redacted] "Your brother is a real asshole" (Allegation A). [redacted] handed the food to PO Tarulli who later gave it to [redacted]. Shortly thereafter an ambulance came to the stationhouse and took [redacted] to the hospital. Read report for details.
