On November 2, 2014, at approximately 6:18 p.m., [redacted] was sitting in the driver's seat when his vehicle was stopped in the parking area of 259-09 Hillside Avenue, in Queens. PO Wendy Scarborough wrote [redacted] a summons for double parking then tossed the summons at his face (Allegation A).
