Summary

On November 23, 2014, at approximately 5:40 p.m., [redacted] was in her apartment located at [redacted] in Brooklyn, when she had a dispute with her neighbor regarding his rooster and the noise that it was making. [redacted] called 311 and an operator dispatched officers to her apartment. PO Rosalie Joseph and PO Asghar Mahmood from the 70th Precinct arrived and spoke with [redacted] about her complaint. PO Joseph informed [redacted] that the officers could not get involved because the rooster was on public property. During the conversation, PO Joseph allegedly said, "Well don't you Jews have a holiday where you cut off the heads of chickens?" to [redacted] (Allegation A).
