Summary

On November 15, 2014, at approximately 2 p.m., [redacted] had a dispute with [redacted] over the ownership of a bike at 23rd Avenue and 31st Street in Queens. Sgt. Kevin Cosgrove responded to this incident, took possession of the bike in question, and brought it to the 114th Precinct stationhouse. [redacted] and her friend, [redacted] followed Sgt. Cosgrove to the stationhouse to further discuss what would happen to the bike. During this discussion, Sgt. Cosgrove allegedly told [redacted] either, "I don't have time for this shit" or "It's not worth it for this piece of shit." Sgt.
