Summary

On November 19, 2014, at approximately 7:45 p.m., PO Thomas Felten and PO Nuran Ali of the 109th Precinct received an ambulance call of a violent EDP, identified through the investigation as [redacted] with a gun at [redacted] in Queens. During his interaction with the officers, PO Felten and PO Ali allegedly told [redacted] to "get the fuck down" and "Get down on the fucking floor" (allegations A and B). After he was placed in handcuffs, an unidentified officer allegedly punched [redacted] in the face (allegation C). Another unidentified officer and Sgt.
