Summary

On December 2, 2014, at 10:00 p.m., officers from the 44th Precinct pulled over [redacted] for a broken license plate light [redacted] in the Bronx. As they approached his vehicle, PO Justin Gelband allegedly drew his gun and knocked on the glass with it to get [redacted] to roll down his window (Allegation A). PO Matthew Manchester then removed [redacted] from the vehicle, questioned, frisked and searched him (Allegations B, C and D), while PO Gelband and PO Marc O'Connor allegedly searched [redacted] vehicle (Allegations E and F). [redacted] was permitted to leave the scene without a summons, and went to the 44th Precinct stationhouse to file a complaint against the officers. He spoke with Sgt.
