Summary

On December 8, 2014, at approximately 8:30 a.m., [redacted] drove by Richmond County Courthouse and officers were taking barriers off a truck. Chief Rodney Harrison carried a barrier across the street and as a result, [redacted] had to stop his car. [redacted] looked at Chief Harrison with a confused look and Chief Harrison approached the vehicle (Allegation A). [redacted] stated that Chief Harrison spoke in an intimidating manner and [redacted] told him that his father was an officer. Chief Harrison reached through the car window, grabbed [redacted]s between the left shoulder and neck area and squeezed (Allegation B.)
