At approximately 8:51 p.m. on January 11, 2015, [redacted] and his uncle, [redacted] left their apartment at [redacted], in Queens, and walked towards their car, which was parked near the intersection of Almeda Avenue and Beach 54th Street. When they were outside the car, a marked police vehicle stopped and three uniformed officers, identified by the investigation as Sgt. Timothy Brovakos, PO Christopher Clinco, and PO Robert Galgano, approached [redacted]. Sgt. Brovakos allegedly yelled, "Don't fucking move" (Allegations A and B). PO Galgano pushed [redacted]'s back against the side of the car, handcuffed him, and pushed the back of his neck, causing his face to hit the car (Allegation C). When [redacted] was handcuffed, PO Galgano patted him on the legs, waist, arms, and groin (Allegation D). PO Galgano also placed his hands inside [redacted]'s pocket and removed his identification (Allegation E). At this time, PO Galgano allegedly said, "Shut the fuck up, nigger." (Allegation F). Sgt. Brovakos and PO Galgano both went inside [redacted]'s car, where they looked inside the cupholder and central console (Allegations G and H). [redacted] alleged that PO Clinco looked inside the car, but never entered the vehicle. PO Galgano wrote [redacted] a disorderly conduct summons for violent and threatening behavior and removed his handcuffs (Board Review 02). [redacted] repeatedly asked the officers for their shield numbers. PO Clinco provided his number, but Sgt. Brovakos allegedly replied "too bad" (Allegation I).
