Summary

On February 12, 2015, at 11:50 a.m., [redacted] picked up his cousin, [redacted] and her boyfriend, [redacted] at the Kings Plaza Shopping Center in Brooklyn. [redacted] was driving a silver passenger van which he uses as a livery vehicle. [redacted] was picking up his cousin as a personal favor and not in his capacity as a livery driver.
[redacted] was pulled over by PO Jordan Lomba and PO Keith Budhram of the 63rd Precinct after driving one block with his passengers. [redacted] handed his license to PO Lomba who returned with four summonses after fifteen minutes. [redacted] informed PO Lomba that he was not doing his job correctly and PO Lomba said, "Yeah right, you dumb asshole," (Allegation A). [redacted] responded by displaying his middle finger to PO Lomba as PO Lomba was driving away. In response, PO Lomba stopped his car, approached [redacted] demanded his license a second time and wrote [redacted] nine additional summonses for violations relating to his vehicle (Allegation B).
