Summary

On March 3, 2015 at approximately 8:20 am, [redacted] was in the far right lane of a road directly under the Brooklyn Bridge in Manhattan. She wanted to make a left turn. A traffic enforcement agent, TEA [redacted] told [redacted] not to make the turn but [redacted] did so anyways. While turning, [redacted] alleged that TEA [redacted] struck her call while TEA [redacted] and PO Morales alleged that [redacted]'s car came in minor contact with TEA [redacted].
[redacted] continued driving and an unmarked car passed her and cut her off at Pearl Street and Beekman Street. A taxi behind that car honked and almost collided with it. PO Cesar Morales got out of the unmarked car, took his NYPD badge out, and yelled "shut the fuck up" at the taxi driver three times (Allegation A). The taxi then left.
PO Morales approached [redacted] and told her that he saw her hit the traffic agent. [redacted] denied the accusation. PO Morales repeatedly told [redacted] to "get the fuck out of the car" and [redacted] refused (Allegation B). PO Morales told [redacted] to give him her keys and she complied. PO Morales then said "the TEA told you to fucking turn, you have to turn" (also Allegation B).
PO Morales went to check on the TEA and came back to [redacted] five minutes later. She was on the phone with 911. PO Morales took [redacted]'s keys and put them on the roof of her car. [redacted] repeatedly told PO Morales to give her keys back as she was unable to reach them due to a preexisting injury to her arm. PO Morales tossed the keys onto her windshield and walked away (Allegation C). About 30 seconds later, [redacted] got out of her car and retrieved her keys.
