On February 16, 2015, at approximately 12:38 p.m., Det. Kenneth Anderson and Det. Abraham Arteaga of the 75th Precinct Detective Squad stopped [redacted] as he drove his car at Fountain Avenue and Blake Avenue in Brooklyn while [redacted] sat in the front passenger's seat (Allegation A). Det. Arteaga asked if there were any weapons inside of the vehicle, and the officers instructed [redacted] and [redacted] to exit the vehicle (Allegation B). Det. Arteaga then reached into the vehicle and removed a small knife from a compartment near [redacted] car radio (Allegation C). [redacted] and the officers moved to the back of the vehicle at which time Det. Anderson referred to [redacted] as an "asshole" and asked "Did I fucking throw you down on the ground?" (Allegation D).
