Summary

On April 2, 2015, at approximately 2 p.m., Sgt. Edward Arias approached and stopped [redacted] as they sat in [redacted]'s double parked vehicle on the corner of Clay Avenue and East 175th Street, in the Bronx (Allegation A). After a short encounter, [redacted] and [redacted] were both arrested on the scene. They were transported back to the stationhouse by PO Daniel Almeida. PO Gary Capellan subsequently drove [redacted]'s vehicle back to the stationhouse. At the stationhouse, Sgt. Arias authorized PO Capellan to conduct a search of [redacted]'s vehicle (Allegation B). [redacted]'s and [redacted]'s bags inside the vehicle were also searched in the process (Allegation C). When [redacted] and [redacted] were being released PO Carlos Pineda threatened to arrest them if they ever returned back to the area (Allegation D). Read report for details.
