Summary

On April 18, 2015, at approximately 11:30 p.m., [redacted] was sitting on a bench in front of 250 West 131st Street in Manhattan when PO Jean Francisco and PO Trea Emanuel, both of PSA-6, approached him. Approximately six or seven officers grabbed [redacted] and pushed him (Allegation A). PO Francisco allegedly put [redacted] into a chokehold, which left him unable to breathe (Allegations B and C).
