Summary

On November 12, 2014, at 3:25 p.m., [redacted] was walking on 115th Street near Atlantic Avenue in Queens. [redacted] was seated in her car. [redacted] stopped, asked [redacted] for the time, and continued walking. [redacted] drove away and was stopped by an unmarked police van. Officers allegedly approached [redacted]'s vehicle with their guns drawn and pointed at [redacted] (Allegation A). [redacted] was arrested. Det. Vernon Truitt allegedly reached into [redacted]'s bra but [redacted] did not see if anything was recovered (Allegation B). Four or five plainclothes officers approached [redacted] and placed him under arrest for [redacted] and asked the officers why he was being placed under arrest. Sgt. David OConnell and an officer who [redacted] identified as PO Neil Conde allegedly cursed at [redacted] while he was asking these questions (Allegations C and D). [redacted] and [redacted] were transported to the 102nd Precinct stationhouse. At the stationhouse, [redacted] was brought to a room where Sgt.
