Summary

On June 23, 2015, at approximately 12:49 a.m., Sgt. Timothy Brown and PO Richard Grant of the 9th Precinct observed several individuals, including [redacted] on East 23rd Street and 1st Avenue in Manhattan. Sgt. Brown stopped [redacted] who then subsequently ran from him (Allegation A). Sgt. Brown pursued [redacted] on foot to East 24th Street, where he used physical force to arrest [redacted] and allegedly punched [redacted] twice in the stomach (Allegation B). [redacted]'s phone fell out of his pocket during this time and Sgt. Brown allegedly picked up the phone and threw it, causing the bottom portion of the phone to crack off (Allegation C).
