Summary

On July 18, 2014, at approximately 12:35 a.m., [redacted] and other unidentified individuals were hanging out in front of [redacted]'s building, [redacted] in the Bronx, when they were questioned by officers under the supervision of Sgt. John Ferrara of the 40th Precinct in regards to a report of shots fired (Allegations A and B). An unknown officer frisked unidentified individuals in the group (Allegation C). When [redacted] refused to leave in spite of instructions to do so, PO Juan Santana of the 40th Precinct grabbed [redacted] to arrest him for disorderly conduct (Allegations D and E). During the struggle to arrest [redacted] officers grabbed [redacted] brought him down to the ground and an officer put their knee on [redacted]'s back (Allegation F). Sgt. John Ferrara also allegedly placed [redacted] in a chokehold and restricted his breathing (Allegation G and H). Additionally, there is evidence to suggest that PO Santiago intentionally provided a false official statement in regards to the arrest of [redacted] (Allegation I). Read report for details.
