On August 11, 2015, at approximately 1 p.m., [redacted] was driving westbound on the Belt Parkway near its Rockaway Parkway exit in Brooklyn. He stated that a vehicle had cut him off and he merged into the right lane. He was then pulled over by an NYPD vehicle. An officer identified by the investigation as PO Marc St. Arromand of Highway Unit 2 approached [redacted]s vehicle and requested his license and registration. [redacted] asked why and PO St. Arromand stated, "Give me your stuff and I will tell you why." [redacted] asked why approximately three to four more times and PO St. Arromand eventually explained that it was for speeding, following too close and failure to signal. [redacted] then located his license and his mother's NYPD PBA card and handed it to the officer. He could not find his registration and PO St. Arromand refused to take the PBA card. PO St. Arromand returned to his vehicle for 15 minutes and [redacted] stated that he observed some sort of smoke coming from the front driver's area of the officer's vehicle. When PO St. Arromand returned to [redacted]s vehicle, he asked the officer, "Were you just smoking?" PO St. Arromand asked, "What?" [redacted] explained that he saw smoking coming from the car and PO St. Arromand allegedly responded, "You crazy as hell. You need some help" (Allegation A). [redacted] wrote PO St. Arromand's name on a piece of paper and the officer allegedly muttered under his breath, "Crazy ass bitch" (within Allegation A). PO St. Arromand then took all three summonses and [redacted]s license and tossed it at him (Allegation B). The items landed all over the front of his vehicle. As PO St. Arromand walked away, he stated, "You're crazy as hell. See you in court" (within Allegation A).
