Summary

On August 8, 2015, at approximately 11:40 p.m., PO Genaro Barreiro and PO Jose Tabora, of the 121st Precinct Anti-Crime Team, were patrolling in the vicinity of [redacted] when they observed [redacted] who both officers knew to have active warrants. PO Barreiro and PO Tabora stopped [redacted] and spoke with them briefly before [redacted] fled on foot toward the rear of [redacted] the residence of [redacted] (Allegations A through D). [redacted] ran up a small set of steps which led from the backyard of [redacted] to its rear door. [redacted] was on those steps when PO Barreiro and PO Tabora allegedly pushed him onto the steps (Allegations E and F). PO Barreiro and PO Tabora allegedly placed their knees on [redacted] neck as [redacted] lay on the steps and both allegedly punched [redacted] in his stomach and ribs during the struggle (Allegations G and H). An officer allegedly pushed [redacted] face onto the paved walkway, causing his face to bleed (Allegation I).
After [redacted] were handcuffed, [redacted] told the officers that he had recorded video of the incident. PO Barreiro allegedly responded that he did not give a shit (Allegation J). Officers led [redacted] away from the crowd. [redacted] observed that an officer punched [redacted] as he was in handcuffs near an RMP (Allegation K). An officer allegedly told [redacted] that there would be retribution for his running from the officers (Allegation L).
As PO Barreiro led [redacted] toward an RMP, [redacted] attempted to grab [redacted] s cell phone from [redacted] s pocket. PO Barreiro allegedly pushed [redacted] to the ground as she did this (Allegation M). [redacted] dropped the phone from her pocket seconds later, and [redacted] retrieved it and ran into [redacted].
