On August 26, 2015, at approximately 10:00 a.m., [redacted] was pulled over on Jerome Avenue and West Tremont Avenue in the Bronx by PO Gabriel Baaith and Sgt Erica Lloyd of the 46th Precinct. With [redacted] was his [redacted]-year-old son, [redacted] and [redacted]s mother, [redacted]. [redacted] was on the phone with [redacted]s girlfriend, [redacted] at the time of the incident. PO Baaith issued [redacted] a summons for [redacted] (Board review 1). PO Baaith allegedly threw [redacted]s summons, license, and registration on the ground (Allegation A). Mr [redacted] asked PO Baaith for his shield number, which PO Baaith allegedly refused to provide (Allegation B). [redacted] approached the RMP, at which point PO Baaith told him that if he blocked the RMP he would be arrested (Allegation C). [redacted] recorded three videos during the incident (Board review 2; 15; 16; 17). Only one of the videos shows his interactions with PO Baaith and Sgt Lloyd.
